The "Regret" of the Review's editor

The Review says about its recent racist cover depicting a scalping: "But placed in the context of the reaction it elicited, the extent of the reaction was wholly unanticipated." What does that sentence even mean?

Yeah, that faux mea culpa definitely seems to suggest the quality of writing at The Review has gone down the tube. So wordy. The entire thing could be condensed down to one sentence and it still wouldn't say anything!
